Notice of Proposed Rulemaking
The California Department of Parks and Recreation Department, Off-Highway Motor Vehicle Recreation (OHMVR), is proposing to amend the Grants and Cooperative Agreements Program Regulations and documents incorporated by reference.

Any interested person, or his or her authorized representative, may submit written comments relative to the proposed rulemaking. The written comment period ends on July 10, 2023. The Department will consider only written comments received at the Department’s office by that time.
Written comments may be sent by email or mail. Emailed comments can be sent to OHV.Grants@parks.ca.gov or link to the Notice of Proposed Rulemaking above for information on mailing comments.
Additionally, the Department has scheduled a telephonic public hearing on the proposed rulemaking. The hearing will be held on July 10, 2023 and can be accessed through the conference line number below. The meeting will commence at 2:00 p.m.

Draft General Plan and Final Environmental Impact Report
State Parks announces the release of the Red Rock Canyon State Park Draft General Plan and Final Environmental Impact Report (EIR). Following the public review of the Preliminary General Plan and Draft Environmental Impact Report (EIR) from October 17, through December 16, 2022, California State Parks (CSP) staff made minor changes to the Preliminary General Plan in response to comments received. In addition, the planning team prepared a Final EIR (FEIR) in compliance with the California Environmental Quality Act (CEQA), including copies of all comments received, and responses to these comments.
There will be a State Park and Recreation Commission meeting on Friday, March 3, to consider adopting the Red Rock Canyon State Park General Plan and EIR prior to approval. The meeting will be held at Lancaster City Hall, 44933 Fern Avenue, Lancaster, CA 93534, and virtually on CAL-SPAN starting at 9:00 a.m.

Land Use in the Johnson Valley Area
JOHNSON VALLEY SHARED USE AREA TEMPORARY CLOSURE FOR FEBRUARY 17-27 2023 IS CANCELLED - AREA WILL BE OPEN FOR PUBLIC USE
JOHNSON VALLEY SHARED USE AREA STATUS UPDATE
The Marine Corps has released new temporary closure dates for the Johnson Valley Shared Use Area in 2024. The area will be temporarily closed to the public February 15th through the 27th, 2024. while the Marine Corps conducts critical military training.
All upcoming closures of the Johnson Valley Shared Use Area are listed below:
- August 18 through August 28, 2023.
- February 15 through February 27, 2024
Closure periods include the time required to ensure the Johnson Valley Shared Use Area is clear of recreation activity prior to military training and to confirm the land is safe for public access before reopening. The adjacent Johnson Valley OHV Recreation Area is unaffected by closures to the Johnson Valley Shared Use Area and remains open to the public for recreation and off-roading. Recreationists are also encouraged to explore other nearby off-roading areas including Stoddard Valley OHV Area and Ocotillo Wells State Vehicle Recreation Area when the Johnson Valley Shared Use Area is closed.
Training is conducted at the Combat Center year-round, including ranges acquired through the land expansion bordering the Johnson Valley Shared Use Area. Please be aware and respect base boundaries when recreating near the installation. Individuals have a personal and legal responsibility to avoid trespassing.
