The Downieville trail system along with both Nelson creeks, Gold valley and Poker Flats trails have been used by two generations of Simisons for over fourth years. We are Portola residents and these trails are our "home trails". Over the last 4 decades I have seen the trail use increase by quantum leaps. Just one season degrades the trails significantly from weather and increased use. The maintenance requirements increase all the time. To California OHV Commission, I strongly support Sierra Buttes Trail Stewardship (SBTS) and their mission of improving the trails and communities of Sierra and Plumas County. Their current Ground Operations proposal would not only improve the trail system that sees 60,000+ users but also complete necessary, long lasting maintenance so in the future these trails can withstand the high use while avoiding impacting local watersheds and wildlife. My family spends a great amount of time in Downieville and the “Lost Sierra” area during the summer. We hike, ride, camp, fish, backpack, and generally enjoy spending as much time as possible in these areas. I have ridden the mountain bike trails with my son and hiked many trails with my daughter. I fully understand the importance of maintaining these trails for safety. I also understand the work involved in building and maintaining trails as I have participated in volunteer trail work events. In addition to completing necessary maintenance SBTS also promotes the diverse communities and economies of Sierra and Plumas County. These small mountain communities are in the process of diversifying their economies and recreation provides an important piece to that puzzle. SBTS is committed to training and employing a local professional trail crew. Their youth program hires local students in the summer providing job skills, life skills, and mentorship while the students work on public lands in their home town. They support small businesses for their printing needs, vehicle maintenance, utilize independent hotels, local breweries and restaurants for events all going back to the mission of promoting the trails and communities of Plumas and Sierra County. I am an outdoor education professional who works in Plumas and Sierra Counties. Thanks to the unyielding efforts of Sierra Buttes Trail Stewardship, Downieville has long been lauded as a trail destination for motorized and non-motorized uses. While the economic value of this contribution and ongoing work is clear, the educational value for public school children is not perhaps as clearly expressed. Downieville School serves all students in the Upper North Yuba River watershed. While modest in number, this population of K-12 students and their teachers seek to maximize local resources for a high quality education in their small rural locale. One of the best resources is that of local trails for education, stewardship, and recreation. These are trails that have been constructed, developed and are maintained by Sierra Buttes Trail Stewardship. Downieville School is currently initiating several partnerships to enhance educational outcomes for all students. Learning Landscapes, supported by Sierra County Land Trust and the Feather River Land Trust, seek to use local trails in partnership with Sierra Buttes Trail Stewardship to support high quality science education, citizen science, and trail stewardship activities. Downieville School is excited about the emerging and sustainable opportunities for trail stewardship with SBTS. I am writing in support of grant funding for the Downieville Trail System. My husband and I have been visiting the Downieville / Sierra Buttes / Lakes Basin area for over 20 years. We enjoy hiking and mountain biking in the area and now bring our own children there to explore nature, hike, and bike. The incredible work SBTS does to improve, expand, and maintain the trails in that area has allowed the Downieville Trail System to become a premier mountain biking destination without destroying the trails or the local ecosystems. Before they stepped in, many of the multi-use trails were a braided, eroded, unsustainable, dangerous mess. Thanks to the hard work of SBTS and their volunteers the trail system is better now than it was 20 years ago, despite getting much heavier use. I've volunteered with SBTS since 2007, and have seen our efforts both preserve and enhance the trails around Downieville. In turn these trails provide valuable recreational tourism infrastructure, which brings much needed revenue into town. Mountain bikers from all over the world come to visit these trails. In addition to working on the trails, SBTS helps educate users about proper trail etiquette between, such as who has the right of way between user groups. I often stay overnight in Downieville - or nearby on CA49. I've hiked, biked, and motor-biked these trails. I value the objective of minimizing impact to the watershed - Pauley Creek, Lavazzola Creek, and the Downie River are beautiful waterways. Improved signage is very much needed. My grandfather bought a cabin near Sierra City in the Tahoe National Forest 30 years ago, when I was eight years old. I've been traveling to Downieville, Portola and Qunicy for almost 20 years to ride bikes and enjoy the forest. Now I live in White Hawk in Clio. As time has gone on I've realized the possitive impact of recreation on the local economy. Trail infustructure is vital to this area because of the massive decrease in employment due to bans on logging and mining. In addition to the economic boost, the community of volunteers and stewardship members have maintained trails throughout the Lost Sierra, resulting in healthy relationships with many user groups and forest advocates. With the additional trails being proposed I look forward to being part of the positive community that the Sierra Trail Stewardship creates within our community and of course riding the awesome terrain that we have here in the area. I don't ride bikes myself, but as a high school counselor I see the growing number of youth mountain bike clubs and the difference that activity can make in the lives of young people. It provides great physical exercise and an incentive to get out and enjoy the great outdoors. That in turn inspires an increased environmental awareness and appreciation for the beauty of nature and the importance of protecting it. It's a great sport that only requires a bike. Kids can ride solo, as part of a team, or as a member of a family outing. I spent a week last summer camping at Sardine lake and hiking, fishing and biking with my family on the trails in the area, and plan to return to the area again and again as my kids grow because its unmatched beauty and outdoor recreation opportunities. Having grown up in nearby Nevada County and visited the Sierra Buttes area many many times since being a kid in the early 80’s, I know that Sierra Buttes Trail Stewardship has made an incredible difference in the quality and extent of the trail network. In many locations, they have repaired existing jeep roads or other features that are sending sediment into the Yuba, which is not good for fish. They also advocate cleanliness in nature, and their trails are always free of litter because of the culture of picking up trash (I know I do). Finally, the use of human-powered recreation in these areas is great for health and enjoyment, and gives great opportunities to local kids that might not otherwise have such amazing opportunities. I would encourage you to provide funding for the Downieville trail system. This trail system provides hours of exercise & fun for kids & adults, families & friends to spend time together out in nature. It also provides much needed tourist income into local areas where people camp, stay in hotels, B&B's & rent houses. We also eat at their restaurants & support the local bike shops. I think Downieville relies heavily on the summer tourism industry to stay afloat. I would like to encourage the State of California and other generous institutions to contribute grants money for the restoration and creation of trails in the Sierra Buttes which can be used by hikers, bikers, horses, and even motocycles. Multi-use trails help to bring people from urban area to learn about and enjoy nature. Multi-use trails encourage a sense of community where different user groups learn to enjoy nature together. With a multi-use trail, all user groups will have a piece of ownership which is essential for the respect and maintenance of trails and our natural resources. I use these trails to support learning in my environmental science and geology course that I teach at our local community college. I also use these trails to bike and increasingly just walk, since my many was born last summer. While Plumas County has lots of open space, we don't have that many trails. We do have lots of dirt roads, but these are not ideal and/or for walking with children, dogs, or classes, because there is lots of traffic from hunters or logging trucks, depending on the season. So, we need more trials! These trails are great for our local residents, and are also helping to support our small tourism industry, by bringing people hear to bike and re-create. I for one am in support of pretty much any project the Stewardship takes on. They're 100% dedicated towards maintaining the trails in the Sierra, and the work they do is very important. Through their trail work, advocacy and the events they put on, they play a role in not only sustaining, but growing the economy in the Sierra. During the events they put on they encourage a fun atmosphere that brings in people of all ages, some who've been to the area many times, and some who come up for the first time. I was first introduced to the SBTS via a fund raising race in the Lake Davis area. I was so impressed with the entire event and all the people involved. From the first time I visited Downieville I feel in love with the trail system. Everyone at the Downieville Outfitters is so welcoming and supportive and cares so much about the area. Since then I have participated in public trail days, become a member and participated in trail days. The SBTS are amazing stewards of the land. I have never run into a more organized, positive and engaged group of trail lovers. Good People, I don't envy you who must decide how to divy funds for all these projects, many of which have emergency services like Fire and Search and Rescue in their names. What I can say is that mountain biking is no longer a fringe activity for pot smoking college dropouts as might have been the perception 20yrs ago. We are 40yrs old, professionals, parents, active in our communities, voters, taxpayers, and we ride mountain bikes. I won't get into why pop warner football numbers are tumbling, while all the major brands are introducing new lines of mountain bikes for kids, but suffice to say that we are witnessing a shift away from recklessly dangerous and cumbersome team sports, toward easy to access activities such as off road cycling. Now, there is no LEGAL place near my home for me to safely teach my children how to ride bikes, no singletrack trails to help control speed while skills develop. We just have steep and straight fire roads covered in gravel, which are too dangerous. The adults build illegal trails deep in the forest because they have no choice, kids can't get to them. Hikers stumble upon said trails, and it's not good. But that's our situation, we are working to change that here in the east bay area. If a community has a place for people to ride singletrack legally, they should cherish it. Maintain it, expand it. And you guys have one hell of a trail system, I've seen it first hand. Look, I've been hiking in the Sierra's since I was 4, every summer we'd go. Serious day hikes, up to 20 miles, even more. I've loved it, and so we've continued the tradition by bringing our family hiking in the Sierras. But mountain biking is just more fun, nothing gets the kids and adults fired up as much as a nice bike ride, be it at a park or a system of trails. It's easier to ride a bike than to walk, and the range is greater so you see more of the wilderness. Still very challenging physically, but not crazy dangerous like football or requiring such facilities as baseball. Kids get out there, learn about the land, the flora and fauna, how to navigate, manage their bike, their gear, their food and water, and the weather. It's invaluable. Let me just say one more thing. In my regular group of riders, we have a couple of kid wonders, 14 - 16 years old rippers out there riding with guys pushing 60. If the trail system is well thought out, you could expand that range to include kids as young as 5, and adults maybe 70? What other activity does that, I don't know. As an avid cyclist native to Sacramento County I regularly travel to Downievlle area to bike. The growth and maintenance of the current system ensures protection of surface water quality and ensures the trail system keeps pace with the growing popularity of the region as a destination mountain biking location. Sierra Buttes has an incredible model for projects that utilize volunteer labor to maximize awarded funds. The best way for dollars to go a long way is through this group. Hello!! I'm your typical beneficiary of the efforts of the Sierra Buttes Trail Stewardship. I have a regular day job and during the summer I go places on the weekends to recreate, usually based around riding mountain bikes. I'd say 60% of my summer travels are to the Downieville/ Graeagle/ Lakes Basin regions. I spend money at bikes shops, pizza joints, breweries, coffee shops, campsites and hotels along the way. I ride the bike all day, then hike and fish in the rivers until I'm forced to go back to work. The Folsom Auburn Trail Riders Action Coalition (FATRAC) strongly supports the proposed Downieville Trail System Ground Operations. Maintenance of this existing and popular trail system would immensely improve the recreational opportunities in the area, reduce safety concerns and support the local economy. FATRAC is a non-profit, volunteer based trail advocacy organization, founded in 1988, representing the Sacramento, Folsom, Auburn and surrounding areas that include portions of Placer, El Dorado, and Yolo Counties. FATRAC members have donated thousands of hours of volunteer services and have raised hundreds of thousands of dollars in donations and grants for trail projects since inception. FATRAC often partners with SBTS in the Auburn and Folsom State Recreation Areas and has found SBTS to be a experienced and professional organization to partner with. SBTS has assisted FATRAC with several complex trail projects and they have proven their expertise and commitment to helping maintain, improve and build multi-use trails enjoyed every year by thousands of hikers, mountain bikers, runners, and equestrians in the Folsom/Auburn areas as well as Yuba and Plumas counties. That said, FATRAC strongly supports the proposed DOwnieville Trail System Ground Operations based on the merits of project itself. FATRAC recognizes several benefits including: Sustainable singletrack in a hugely popular mountain biking destination used by riders from all over northern California. In order for this popular heavy use trail system to succeed it must be maintained. Improved sustainability. Properly armoring and shaping areas of wear and erosion early on will prevent larger problems from developing and prevent potential water quality impacts. Expand recreational opportunities in the area creating economic benefits both to the professional work crew that FATRAC has come to rely on as well as the small business owners throughout the town of Downieville and nearby areas. For instance, many FATRAC members make an average of 3 weekend trips a year to the Downieville area to mountain bike. These trips are largely to recreate on the hugely successful trail network. However, if trails are not adequately maintained usership is likely to decrease. For these reasons, we support the Downieville Trail System Ground Operations. The SBTS has created a flurishing recreational community that is revitalizing an ecologically important, and otherwise neglected, portion of the sierras. I strongly support this project. The Sierra Buttes Trail Stewardship has always been on the forefront of developing and maintaining trails in Plumas and Sierra counties. Thsnks to their efforts, the area has seen a boost in recreational opportunities. As I commented on the Plumas County grant request, I support funding this project. With California's ever-growing population it's important to build new trails. Many of the current ones are environmentally unsustainable. Or they're in federal Wilderness areas. One of the many ironies that surround Wilderness is that trails often are not well maintained, since mountain bikers are excluded from them and mountain bikers do a lot of volunteer trail maintenance. Sierra Buttes Trail Stewardship has done and continues to do a great job to maintaining and restoring multi use trails in the area. Aside from just the labor, they do a great job of pointing out the history of the area and along the trails. Growing up in a small town in neighboring Plumas County, I love to see Downieville doing ok as a town that has adapted beyond the loss of mining and logging as industry. Their adaption being recreation for all outdoor enthusiasts. One thing SBTS understands is that a mountain bike friendly trail also make great hiking trail. Where as hiker designed trails don't always make bike friendly trails. As a multi sport trail user, I appreciate I am as welcome on the SBTS trails on bike or foot. Encouraging people to use them means they need to be maintained and improved. Downieville is dear to my heart, my first trip there was in 1959. Our family ended up with a mining claim for the next 35 years. The last couple of decades have seen many new trails built, encouraging recreation which results in economic health for the area. Over the last several years, the Sierra Buttes (and surrounding areas) have become increasingly traveled due to the incredible recreational opportunities they provide and the beauty of the region.
