I just wanted to give everyone a heads up. 16:06:41 We've been experiencing problems with our Wi-fi all week at the Park. 16:06:45 It's been really spotty and so you could tell Julian's voice is a little bit garbled, and that's just because of the bandwidth. 16:06:53 So we've slowly been migrating over to the sector office. 16:06:56 But anyway, so so bear with us on that but pretty much everyone else should be good to go, because I think they're all in the sector now in various empty offices, and cubicles. so anyways. my name is Peter jones 16:07:12 I am the sector manager here at perry city. Sbra, and I want to thank all of you guys for taking the time out of your day to join us, and the last meeting. 16:07:19 We had we hadn't had a meeting in almost 2 years, so we had lots of talk about, and this meeting. 16:07:26 You know we've we've we've determined we want to do these things quarterly. 16:07:31 So this meeting, we don't have as much material but we do have some updates on projects and things that we reported out on the last time, and in addition, we'll have more time available for public comment and questions at the end, which 16:07:45 is one of the most valuable things about these meetings is being able to hear from you all. 16:07:51 So with that i'm gonna go through the items that I touched on last time. fulsome ranch development and new event entrance. 16:07:59 So, as you are all aware, the construction and the expansion happening on south of 50 is in and so you know we're continuing to get more and more neighbors, and part of that project is widening white rock. 16:08:16 Road to make it 2 ways kind of an expressway in either direction, and there's also a realignment of Scott Road that will tie up with Prairie city and white rock road intersections, so as part of that project they're going to 16:08:31 be adding a new special event entrance for us which will be a controlled intersection, and it'll be a really nice way to get people in and out of the park during those busy events. 16:08:44 I've talked to the project manager and we're working right now on an roe to kind of begin that process. 16:08:51 They're going to be working on that phase to relocate and realign. 16:08:54 Scott Road this summer, so I don't have an exact eta on when we'll be looking to get our new entrance. 16:09:00 But it is happening, and it's it's moving pretty quickly other update is the 4 by 4 catch fence. 16:09:09 Really not any big updates on that we're still just waiting for funding It's an important project for us at the Park. 16:09:15 Here we're continuing to hold our events and basically we're kind of like Norcal rock racing and fora, and some of the larger promoters. we're kind of having to limit their attendance just because we 16:09:28 can't park people and we can't have trout like Po. 16:09:32 You know people walking everywhere, so we're having to kind of change, what what sections of the track they can run to allow for that. 16:09:39 But hopefully, in the end, if we get the catch fence installed, that's gonna really increase our ability to have more people in the Park for those those big and popular events. 16:09:49 Next thing is the intermediate track. so as you guys, most of you know. we're adding an intermediate track, which is gonna be in the location that was formerly the arena cross track that perry city 16:10:02 Mx. was concession era. They did some night series and weekend events there. 16:10:10 Ultimately they chose not to continue on in that spot, because they had issues with just there wasn't enough places to park. 16:10:18 And so, during Covid, when the Park got extremely busy, and people were looking for more recreation, opportunities close to home found that, you know, we could really use extra facilities for people. 16:10:30 And so the idea there is that we will be putting in an intermediate track that's going to be available for kids that have kind of outgrown the the kids, the 2 kids tracks. 16:10:39 We have, but they're not quite at the level of wanting to mix with the more advanced riders on it. 16:10:43 The big mx practice track so in that location we've decided we're going to put in a sprinkler system so that we're able to more easily water the track if there isn't an equipment 16:10:57 operator available, or you know, the water trucks tied up working on another project. 16:11:01 Anyone will be able to go over there, and you know, from from our staff can go over there and turn on the valve system and water the track. 16:11:08 In order to do that, we have some pressure problems. there so maintenance as worked on a plan to add like a pressure tank. 16:11:16 And then they've figured out how much sprinkler heads and stuff will be needed. 16:11:21 And so they're putting those those lists of materials together. and we're planning on purchasing them soon, and that will be one of our projects that will be working on this summer after the hangtown Mx classic is 16:11:33 over with will be shifting to that as our next kind of bigger project, and I'm. 16:11:38 Hoping to have that open to the public sometime this summer, probably late summer. 16:11:43 In addition, the only other update I have is of interest. 16:11:51 We had Northern Butte district came out last week and specifically, because there are looking to do some facility improvements put in a training pad, and they wanted to come out to perry city. and See? 16:12:04 What we're doing here, and to kind of get some ideas on what might be available for them there. 16:12:09 And it was a really good tour we showed, You know. they kind of send us a list of things that they were interested in, and facilities that they wanted to look at. 16:12:16 And it was a really good tour and it kind of was a good opportunity for us to to kind of re engage in that. and we plan to kind of collaborate with them on the future. 16:12:25 I'm actually going to go up there also and look at per e Look at playpid again, and kind of provide some feedback on what you know what might be some good options for them, given their their space, and also you know really similar 16:12:38 terrain in some regards to what we have here. so very applicable to what we're doing. 16:12:46 And that is really all the updates I have for right now. 16:12:48 And at this point I'm going to turn it over to environmental scientists, Mckenzie boring and she's going to give you some updates on some of the other projects that are ongoing. 16:13:00 And if you guys have any questions for me, I will be on and available at the end of this session. 16:13:06 Thank you. Nothing, Major. 16:13:24 Last time I talked about the yost mine pick track so we're still set to start that construction this summer. 16:13:33 And once we get that open there will be a social media notification as well as it posted on our website. 16:13:41 Just wanted to let you guys know that's still happening and the buttons. 16:13:49 Aren't working to Oh, there we go okay, and Kyoty Gulch. 16:13:55 The coyote goals project is somewhat delayed so there's been a little bit of of delay on the Department of Finance, so to approve this to go out to bid so we're expecting 16:14:09 the to start construction spring of 2023 but it's still going to be the same plan. 16:14:17 And we still wanna work with you guys before we work. 16:14:20 On closing this to figure out what sort of trails we want in here for our motorcycle. 16:14:24 Only trails, and our Luke trail for multi-use and our middle trail for multi-use. 16:14:33 So that plan is still the same. it's just a little delayed. 16:14:37 Now next our route and trail management plan we've been looking at hiring a contractor to help us develop this plans. 16:14:48 So instead of us just working on it we'll hopefully have somebody else working on this and the steps that we talked about last time will still be the same. 16:14:58 It's just the whole process is going to be expedited to hopefully only take like 12 or 18 to 24 months. 16:15:06 So that will go a lot faster, and then we'll be able to work on what sort of designs we want happening in here sooner 16:15:17 Okay, for our wildlife habitat protection plan. 16:15:21 We talked about this this last year our last meeting, not last year. 16:15:26 Or this is our 5 year plan that manages all our national resource programs in the park. 16:15:37 And so we were supposed to have on the public comment period, start back in March, or whenever it was, and the commission meeting was canceled. 16:15:48 So we had to delay this public comment period until may sixth So we'll i'll be sending out invites to that to stakeholders, and then we'll also be announcing the start of the public 16:16:02 comment period through so social media and the document itself. will be posted online. And then you'll have 30 days to comment. 16:16:13 Provide your inputs. you'll be able to email those to me, and then we'll close the public comment period on, you know. 16:16:21 Find notes. I believe it's June fifth I think it's the day after Hangtown. 16:16:28 But anyway, that will be also included on the invites as well as instructions online. 16:16:35 That closes that public comment period. So Then after that we expect to incorporate all your guys's comments as appropriate, and then have this thing finalized. 16:16:46 Around summer of 2,022, and then the soil conservation plan is still set to follow. 16:16:54 After that. and then my last little it's not a project related. 16:17:02 But I did want to let you guys know it is nesting bird season, and we have a few brown nesting birds here. 16:17:10 But the the biggest one that would potentially be of concern. 16:17:16 You guys is this killed year. they have these nests that are highly camouflage in the ground here, and sometimes they like to nest right in the middle of a road or in a trail, and you can't see it but 16:17:32 they do this broken wing display i'll show you this little video in a second. 16:17:38 If you get too close they'll try to lure you away from the nest, so that's how you know that they're there. 16:17:44 And really i'm just letting you guys know so that way. if you ever encounter a kildy, or doing this, then you can let me know. 16:17:53 I put my email down here and then i'll work on protecting those. 16:17:57 So we can protect our migratory birds here and our in our year long birds. 16:18:04 So i'll show you this little video really quick 16:18:13 I'm gonna fast forward it to the good part can you guys hear the sound of this. 16:18:20 By the way, No. okay. So right now, i'm gonna turn off the sound on my end. 16:18:28 Okay, so right now. when you get closer to a nest they'll walk away, and then they'll start doing this broken wing display where they'll they'll fan their wings really quickly and they look like they have 16:18:41 a broken wing and then they'll make this kind of high pitch chirping sound, and so that's how you know if you are too close to an nest, and then again, if you see that just let me know so 16:18:56 we can protect the here we go. I should have figured out my timings better. 16:19:04 But yeah, just like that. Okay, alright, This: Okay, So I have 16:20:00 Just a couple of updates for you guys. if you attended our last pre-city improvement group meeting. 16:20:07 You heard all about our new 4 by 4 rock crawl trail and rebgetation project. 16:20:14 But if you weren't here's a quick little recap we're building a brand new rock call trail, and doing some stormwater improvements in the 4 by 4 area of the park, shown in this box me and my 16:20:26 pointer showing in this box in the map on the right. 16:20:30 Benefits of this project include almost 2,000 feet of new trail. 16:20:34 Rock crawl features for all user levels improved access to bathrooms and picnic area and improved stormwater drainage in that area of the Perk. 16:20:48 It's really gonna help you know with some water quality issues that we've had in this area, and it's gonna add some really fun new exciting recreation opportunity for a for for users. 16:20:59 So next slide So we started groundwork for the project. 16:21:03 Back in January of this year so here's a picture of some of our heavy equipment operators in the area. 16:21:09 The groundwork included regrading the surface 16:21:15 The surface of the project area to improve storm water, runoff, reduce erosion and improve functionality on the app access roads. 16:21:22 After ground work was complete, we moved on to hydroceding the area with native seed. 16:21:29 Mix So this this slide here shows some photos of the hydroceding process in action. 16:21:36 Up in this hot puddle right here we've Got some of our staff using the hydrocyeder canon to broadcast the native hydroseed mixture in the project area. 16:21:48 The bottom photo over here is drone. imagery that was captured by Ohmvr's toddlers, and it shows the earth work all completed. 16:21:58 You can see all this freshly graded soil, and then the beginnings of the hydrocy process. 16:22:05 These bright green areas here. So in total we approximately 2.9 acres was seated with a mix of California native seed, mostly graphs, with some flowering forbes, as well. 16:22:22 Like. So this is gonna help to reduce storm water, runoff and prevent erosion. 16:22:27 As well as increase water quality and wildlife habitat in the area, so that I can do it. 16:22:35 So here's some more aerial Imagery of the project before and after seeing also taken by Todd Lewis here on the left, this imagery shows all of the earth work you know all the recontoring and 16:22:51 the ressloping, the road fixes all completed, and the beginning of the hydrocy process right here in the middle. 16:22:57 And then this photo here on the right shows all of the hydroceding complex. 16:23:01 So all this bright green stuff is eventually gonna be brand new vegetation. 16:23:07 You'll notice that the trail kind of looks like it just stops right here, and that's because at the time of this imagery we hadn't finished heading in the trail. 16:23:16 Yet. So just know that the trail will kind of continue over into this area and then back up towards the top of the summit. 16:23:22 Here, 16:23:26 Next. So what now? Now we're moving on to the fun stuff which is trail building and obstacle placement. 16:23:34 So the photo here on the top left shows how the obstacles are going to be set up throughout the trail. 16:23:39 We're gonna have the rock rock obstacle on one side and then on the other side. 16:23:44 We're gonna have kind of an escape route that users can, you know, choose to go around any obstacles that they don't want to run And Then we are also working on getting the project area fence So this photo 16:23:56 down here shows a portion of the fencing that's running along 16:24:04 The perimeter of the project area. We are still on top to open this trail late spring, early summer. 16:24:13 So keep an eye out on our website and our social media posts or give the front kioska call. if you're interested in more updates and moving on to my next topic, which is Earth day so prairie city loves the Earth, 16:24:29 so much. We had 2 Earth Day events this year. Both were super successful, and we got a ton of work done with staff volunteers and partners. 16:24:39 So our first or the event was on Friday April 20 s at the environmental training center, the etc. 16:24:46 We did some serious cleanup and beautification of the etc. 16:24:51 Which needed some Tlc. so you can see it before and after pictures here. 16:24:56 You know we did tons of pruning, weeding, raking debris, planting some native plants, and we put down some new park mulch as well. 16:25:06 We planted a total of 9 California needed plants including some pollinator forly plants like euro which isn't here at the bottom. 16:25:17 Pentemon, some California lilac, and some others like deer, grass and coffeeberry. 16:25:22 We loaded an entire dump trailer. You can kind of see it in this picture here. 16:25:27 Full of debris dead plant material leaves cuttings that's all. 16:25:33 Just gonna kind of give all of our plants a little bit more room to breathe, if you will, and just overall grow a little bit better and healthier. 16:25:42 Our heavy equipment operator, don You can see 16:25:49 His equipment back in here, brought in a couple of loads in New York. 16:25:51 Mulch. that's gonna help the soil retain moisture a lot better. 16:25:55 So we're not gonna have to use as much to keep these plants alive, you know. 16:26:01 It really was a huge a collaborative effort between interpretation, maintenance, natural resources, or have equipment operators and our volunteers. 16:26:12 You know, between all the planning prep work. organization. cleanup and the work on the day of it was a big task, and we couldn't have done it without the between everyone. 16:26:25 So it was an awesome, awesome thing, job, well done involved. 16:26:29 And then we also have. We had a second birthday event on site. 16:26:33 The 20 third is in the 4 by 4 area park huge success. We've connected 10 interior live oaks. 16:26:41 They were big trees this time. you could right here this picture behind Sector Manager Peter and Kennedy, who just spoke. 16:26:50 Oh, those are interior live oaks, and Then We planted 9 coyote brush shrubs, as well. 16:26:57 We had 10 awesome dedicated volunteers show up. 16:27:00 We had our own deputy director, Sarah Megan, in this photo up here. 16:27:05 She was our soil mythologist On the day of planting we had Ed Stanton of 8 ma district, 36 and third diggers, as well as his daughters. 16:27:18 Heather and Kelly, who are with the women's or by Racing association. 16:27:23 We had some 4 by 4 enthusiasts this Guy's, wearing a tread lightly t-shirt, which was awesome. 16:27:29 You know we had some folks from local a local firm. in Sacramento and just some other other various locals, and they all did an awesome job planting. 16:27:43 So these trees you know they're gonna provide vertical habitat for birds. 16:27:47 Which is going to increase our ab and diversity here within the park. 16:27:52 And they'll benefit the land here for many many years to come. 16:27:56 And again. This was a huge collaborative effort between all the procedural resources maintenance, the heavy equipment operators. 16:28:04 You can see they were using their heavy equipment to help them soil and the trees. 16:28:09 You know. there's a lot of leg work that went into pulling it off, and it couldn't have been done with with. 16:28:17 We had. so thank you to everybody who participated and If you're interested in doing events like these in the future. keep an eye out on our social media. 16:28:25 We do things like this every while. So for the always the updates we have the red sticker season that will be coming to an end for this year. 16:37:59 Perry City will reopen in October after the the start of the red and green sticker reopens. 16:38:09 The red sticker season is kind of in play until the 2025 year comes around. 16:38:16 Until that time comes around the existing red sticker bikes that will have to kind of play along with this program where they have the 6 months on and 6 months off. 16:38:27 That will continue. and then eventually they'll phase that red sticker program out, and everyone will be receiving the green sticker when their renewal registrations hit the mail from Dmv. 16:38:41 And that kind of segue into the the new phase in which we're all experiencing with the new motorcycles that are defined by air resources. 16:38:50 Board as A. is there eliminating the red sticker. 16:38:53 We have only 2 categories now referred to as compliant and non-compliant. 16:38:59 So the 2,022 motorcycles that are designed by the manufacturers to be used solely for close course. sanction competition, racing those motorcycles are in the non compliant 16:39:11 category. They will not meet the mission standards, and they are not designed to by the manufacturers, and those vehicles will not be eligible for dmv registration for off highway 16:39:24 vehicles, and that means that in the park there's 2 categories of bikes. 16:39:30 Now they'll be recreational then and and competition bikes the recreational bikes shouldn't have that identification sticker. 16:39:36 Those will operate as normal, and those bikes that don't have these 2,022 that are ineligible for the registration. 16:39:45 They're going to be having to utilize private property facilities and facilities that are identified as close course. Racetracks that are open for practice here at price city will be opening the or continuing to maintain the the 16:39:58 hangtown track open as a closed course, racing facility for all the 2022 motorcycles that are non-compliant and and not eligible for registration. 16:40:09 They'll continue to use that facility and they'll have a place to practice year round. 16:40:16 That's the good news for those folks that are kind of interested in. 16:40:21 Where does all that information come from?
